Subtitle B “Immediate Actions to Preserve and Expand Coverage “of Title I has following sections.

Sec. 1101. Immediate access to insurance for uninsured individuals with a preexisting condition.  Government is to establish an interim pool for high risk individuals soon after the passage of this bill.  The management of this pool could be done by government or non-profit organizations as deemed appropriate by the Secretary.  State governments if interested in managing this pool must ensure that they will not reduce their expenditure on the management of high risk individuals.  Insurer must share more than 65% of the cost burden for this pool and also does not impose high out-of-pocket expense per IRS 1986 code. The premium rate for higher age people ratioed with low income people is required to be 400%.  The premium shall be standard with standard population.

The high risk pool will be open to US citizens and legal residents.    The bill gives HHS secretary leverage in defining “pre-existing condition”. 

Bill also have provision to prevent dumping of high risk individuals by insurers.
Sec. 1102. Reinsurance for early retirees.  BIll requires HHs secretary to establish a temporary reinsurance program for early retirees and their eligible dependents.  Secretary has been authorized to stop taking enrollment applications in the event of shortage of fund.

 
Sec. 1103. Immediate information that allows consumers to identify affordable coverage options.  Bill requires creation of information portal working with state governments through which resident of any state may be able to identify affordable health insurance coverage options in that state.  The portal to the extent possible must provide information such as: health insurance coverage offered by the insurers; Medicaid Coverage, Coverage under the title XXI of the Social Security Act, State’s health benefits high risk pool if the state does have a program like that; and coverage under a high risk pool under the section 1101 described above.

The HHS secretary is also required to develop standard format for presenting comparative information from different health insurance options.  The template will have information suc as percentage of premium spent on non-clinical cost, eligibility, availability, premium rates, cost sharing, etc.
Sec. 1104. Administrative simplification.  The bill requires secretary to simplify the administrative processes by reducing the number of forms, complexities, etc.
